To support Ukrainian entrepreneurs affected by the war, the e-Residency programme launched a state fee refund initiative.
It helps Ukrainians start or relocate businesses that serve global or EU markets - fully online under an Estonian-registered company.
This initiative promotes the development of the Ukrainian and Estonian economies.

What the refund covers
Eligible Ukrainian citizens can receive a state fee refund of:
- Up to 150 euros covering the state fee for applying for an e-Residency digital ID card, and
- 265 euros covering the company registration state fee, reimbursed by the business service providers.
Who are the business service providers?
If the management board of your Estonian company (or a body substituting the board) is located abroad (which is a usual case for e-residents), you will need a designated contact person in Estonia, service offered by business service providers.
A contact person needs to ensure that the communication works between the local authorities and your company’s management board. Contact persons are not granted rights to act on behalf of your company, but many e-residents choose a contact person service provider to also help them run their company and advise when needed.
Who can apply
You can apply for a refund, if all of the following applies to you:
- You are a citizen of Ukraine,
- You have been granted e-Residency on or after February 24, 2022,
- You have are a customer of an eligible business service provider,
- You have registered a new company in Estonia as an e-resident before December 31, 2026, and
- You did not own or control (for example as board member or shareholder) any other Estonian company or companies before February 24, 2022.
Please note
Business service providers are free to choose with whom they will conclude a contract. E-Residency cannot guarantee an agreement between the selected service provider and an e-resident.
How the refund process works
- Apply for e-Residency and collect your digital ID card.
- Choose an eligible business service provider
- Register a company
- Your business service provider refunds you for:
- the e-Residency state fee, and
- the company registration state fee
- Your business service provider submits a refund claim to the e-Residency team for reimbursement on your behalf.
Frequently asked questions
The initiative is designed to support entrepreneurship. Therefore, the refund is granted when both activities - becoming an e-resident and registering a company – are completed.
Important notes
- The state fee is not refunded is your e-Residency application is rejected.
- Only eligible service providers can submit refund requests.
